About Us

The Marshall County Industrial Development Authority was created by an act of the Mississippi Legislature to promote development of new business and industry and to work for retention of existing industry.

Services for Business and Industry

Making it painless and profitable to locate a new or expanding business in Marshall County is our goal. The MCIDA is here to help find the location that is right for your business and then help make a smooth transition. Our services include: 

    • Applying for grants to meet anticipated infrastructure needs
    • Helping work through local zoning issues, permitting, and related processes
    • Facilitating access to state assistance programs
    • Coordinating with Northwest Mississippi Community College for targeted workforce training
    • Helping assess opportunities for applicable state incentive and tax credit options.

Board of Directors

The IDA is governed by a 13-member board of directors appointed by the Marshall County Board of Supervisors and Boards of Aldermen of the county's municipalities.

Through funding approved by the Board of Supervisors, the IDA executive director and staff work full-time in promotion of the county's assets. IDA works closely with business and industrial prospects to provide information and assistance in helping them establish a location in Marshall County.

MICDA - Bill Mobley, Rhonda Ash, and Justin Hall

MCIDA Staff

Bill Mobley, executive director, has more than 25 years of experience in economic development work in positions with MCIDA, the Tupelo Community Development Foundation, and the Mississippi Development Authority. He earned a bachelor’s degree in business administration from the University of Mississippi (“Ole Miss”) and is a graduate of the Economic Development Institute of the University of Oklahoma. He is also a graduate of the Community Development Institute at the University of Central Arkansas.

Justin Hall, program and airport director, has served with MCIDA for three years and has a total of six years’ experience in economic and industrial development. He holds a bachelor’s degree from the University of Mississippi and is a graduate of the New South Economic Development Course at the University of Southern Mississippi.  

Rhonda Ash, executive assistant, has 15 years of economic development experience with MCIDA. She is often the first point of contact with the MCIDA office and oversees office and financial operations. Rhonda holds an associate degree in computer science from Northeast Mississippi Community College in Booneville and has completed further studies in management and marketing applications with Rust College in Holly Springs, Mississippi.
